Windows Sharepoint Services Timer Service is not started

I had installed smartpart 1.3 some time ago and was happy with it, so I developed a control based application and in the interim I had to reinstall sharepoint on the server.  Well, now when I attempt to install smartpart 1.3 I get the error in the Discussion Name above and it will not install.  The funny thing is that the Windows Sharepoint Services Timer Service in Computer Management shows that it is running.  I've successfully restarted it several times, but I still get the error message when i attempt to install smartpart.

This is a Windows Server 2008 R2 64 bit machine, but as I mentioned before I had successfully installed it some time ago.  The only thing that changed is that I went from a stand alone installation (w sql express) to a small farm installation (sql server on a separate box).

Anyone have any ideas or know how to manually install smartpart?

Run the setup as Administrator.
